Edgecombe County, North Carolina — November 5, 2025 — Clean Holding Company  (“CHC”), a next-generation clean energy infrastructure developer, today announced it has entered into a long-term commercial framework agreement to provide dedicated on-site and behind-the-meter power generation capacity for a planned $19.2 billion hyperscale data center campus in Edgecombe County, North Carolina.

The Edgecombe County development, one of the largest planned data center campuses in the Southeastern United States, is expected to be built in multiple phases totaling approximately 900 megawatts of IT load capacity and spanning several years of staged construction and commissioning. 

Under the agreement, CHC will design, build, and operate a portfolio of integrated energy systems including:

• Natural gas-fired generation assets with phased capacity expansion 
• Utility-scale battery energy storage systems (BESS) for load balancing and peak shaving 
• On-site substation and grid interconnection infrastructure 
• Optional renewable co-generation pathways subject to interconnection approval 

Project Scope and Energy Delivery Strategy

The initial phase will focus on delivering up to 150–250 MW of dispatchable capacity, scalable to full campus demand over subsequent build cycles.  CHC will also provide resiliency services including black start capability, redundancy management, and grid export support where permitted by interconnection agreements.

The company expects the Edgecombe County energy deployment program to require:

• Estimated capital investment: $1.2–$2.5 billion (energy infrastructure component only) 
• Multi-phase EPC contracting over 36–60 months 
• Coordination with county zoning approvals and utility interconnection studies 
• Participation in regional transmission planning initiatives across eastern North Carolina
