Clean Holding Company Selected as Primary Energy Infrastructure Partner for $6.4 Billion Tarboro Data Center Development

Edgecombe County, North Carolina — August 18, 2025 — Clean Holding Company (“CHC”) today announced its selection as a strategic energy development partner for a $6.4 billion phased data center campus in Tarboro, Edgecombe County, North Carolina, a multi-phase project targeting up to 300 megawatts of total IT load capacity upon full buildout. 


The Tarboro development consists of an eight-phase build program incorporating modular data center facilities, onsite generation assets, and battery energy storage systems designed to support rapid deployment cycles and flexible load management.


Project Energy Architecture


CHC will be responsible for designing and implementing a fully integrated energy solution tailored to the site’s phased development model, including:

  • Distributed natural gas generation units aligned to each construction phase 
  • Modular power blocks tied to incremental data center commissioning 
  • Battery energy storage systems (BESS) totaling up to 200 MWh per expansion stage 
  • Grid interconnection infrastructure and substation buildout coordination 
  • Optional low-carbon transition pathways as regulatory frameworks evolve 


The initial deployment phase is expected to deliver 50–100 MW of operational capacity, scaling in alignment with tenant occupancy and data center module activation of up to 300 MWs.


Investment and Deployment Timeline


Total energy infrastructure investment associated with the Tarboro site is expected to range between:

  • $600 million to $1.4 billion total energy system capital expenditure, depending on final generation mix and interconnection requirements 
  • Multi-year phased deployment aligned with the developer’s 3–5 year construction schedule 
  • Parallel permitting, zoning, and utility coordination across Edgecombe County jurisdictions 


CHC’s development approach emphasizes modular scalability, allowing generation assets to be deployed in parallel with data center construction rather than pre-built at full capacity.


Strategic Outlook


“These projects reflect a structural shift in how large-scale compute infrastructure must be powered,” said Sean O’Brien, CHC’s Chief Business Officer. “Energy is no longer a downstream utility—it is a co-designed component of digital infrastructure development.”

CHC expects the project to serve as an anchor deployment for a broader portfolio of hyperscale energy solutions across the southeastern United States, with additional opportunities under evaluation.
